Can I turn my landlord in now?

I asked a question about a month ago about how a pipe was leaking in my bedroom & the ceiling downstairs in another lady's apartment was leaking. They tore a hugh hole in my wall to replace the pipe & LEFT IT. They said they would fix it the following week, its been 3 & they wont return my calls about it. I called emergency maintenance last night cause I noticed my floor was soaked in the living room next to the washroom when I opened the door to the washroom & looked up the ceiling was leaking. Emergency service came & said they would forward the call to someone else today & I haven't heard a thing. My lease isn't up until Feb.2013 what can I do?
